The Northeast Ohio Healthcare Coalition covers the Ohio Department of Health Region II:

Lorain, Cuyahoga, Lake, Geauga, and Ashtabula Counties.

The Center for Health Affairs regional emergency preparedness work began in 2002 when the U.S. Department of Health and Human Services launched its Hospital Preparedness Program (HPP). The HPP is administered by the Administration for Strategic Preparedness and Response (ASPR), is delivered through the Ohio Department of Health, and is the only federal source of hospital preparedness funding for regional health system preparedness.

Under the HPP, the NEO HCC coordinates annual grant deliverables with 25 hospitals, local communities, and other organizations, including emergency medical services, county emergency management agencies, public health, private sector partners, and non-government organizations. The HCC works to enhance communication within our region, neighboring regions, and the State of Ohio to develop and implement best practices to mitigate emergencies that could adversely affect the NEO healthcare delivery system.

The Coalition is a multi-disciplinary team that strives to enhance and support coordination and collaboration, improve communication and information, and resource sharing between all disciplines in the NEO region. The work of the NEO HCC is done through networking, planning, drills, and exercises.

Program Manager, Emergency Preparedness

NEO RHC

As Program Manager in Emergency Preparedness and NEO Regional Healthcare Coordinator, the RHC is responsible for assisting with Emergency Preparedness for hospitals, long-term care, mental health, pediatrics facilities throughout NEO (Ashtabula, Lake, Geauga, Cuyahoga, and Lorain), managing the Administration for Strategic Preparedness and Response funding grant for NEO healthcare facilities, and maintaining situational awareness between healthcare facilities in NEO and the State of Ohio.

As Senior Program Specialist in Emergency Preparedness, Colin is responsible for assisting in the coordination with community agencies to promote disaster and terrorism preparedness in the NEO region, the preparation of the annual competitive and continuation grant applications and funding contracts, and in the development of written communication, preparedness, and response plans.

Orchestrates the development, implementation, and evaluation of training and exercise initiatives crucial to regional emergency preparedness. Within this role he carries out
